1. Purpose of This Declaration

This page serves as a formal public notice regarding the status, scope, and intent of the Southern Mongolia Democracy Platform. It exists to clarify the nature of the platform, the status of its published texts, and the boundaries of its authority, in order to ensure transparency, prevent misrepresentation, and enable responsible public and academic reference.

2. Nature of the Platform

The Southern Mongolia Democracy Platform is a non-partisan, public constitutional blueprint platform. It provides a structured framework for constitutional principles, institutional design, rights protection, and transitional considerations, intended for public reference, academic and policy discussion, and future civic or institutional consideration. The platform is designed as a textual and conceptual resource, not as a political actor.

3. What This Platform Is Not

• It is not a government.
• It is not a representative body.
• It is not a political party.
• It is not a transitional authority.
• It does not claim sovereign power, mandate, or enforcement capacity.

No part of this platform constitutes an exercise of governmental authority or political representation.

4. Status of the Published Texts

As of the date of this declaration, the platform is publicly released as: Draft Constitutional Blueprint — Version 1.0 (Draft).

All documents published under this version are non-binding, unenforceable, and provided solely for reference, study, and discussion. They do not create legal obligations, political commitments, or claims of authority.

5. Scope and Intended Use

The texts published on this platform are intended to articulate constitutional concepts and institutional possibilities, preserve a structured civic vision for future reference, and support informed discussion in academic, civic, and policy contexts. They are not intended to prescribe immediate political action, represent any population, or substitute for future democratic processes.

6. Institutional Separation and Firewalls

The platform maintains clear and explicit separation from other entities, including but not limited to SMRA and SMDP. No authority, mandate, or representational function is derived from or delegated to this platform by any organization, and no organization derives authority from this platform. References to related entities are provided solely for transparency and clarification.

7. Editorial Responsibility and Governance

At present, the platform is maintained by a Platform Editor, responsible for editorial coherence and version management. Any future editorial or governance structure, if established, will be documented transparently. All changes to platform texts are tracked through versioning and changelog records.

8. Versioning and Archival Integrity

A frozen snapshot of this release is preserved as Draft Release v1.0. Subsequent revisions or developments do not retroactively alter the content of this release. This ensures long-term citation stability and historical integrity.
